HPL Convention

Real learning creates a sense of horizontal solidarity through live interactions, deliberations, and shared strategic experiences. Horizontal learning is less costly because friends and colleagues are our teachers. Our learning cycle is very important. Information, understanding, knowledge, intervention, wisdom, and behavioral changes are some of the core steps in a learning cycle. HLP is a modest example of such a cycle.

O b j e c t i v e s • Sharing and learning on existing local governance best practices across four countries. • Sharing and learning on the Horizontal Learning Process i.e., the process of identification-share-replication and capturing existing best practices through CAAR (connection-appreciation-adaptation-replication) principle. • Planning for the next steps among the HLP community across boundaries. Task of the convention • The virtual convention will be organized over three days each consisting of 2.30 hours. Each day there will be two sessions, presenting best practices, progress, and challenges on HLP from Bangladesh, Iran, Maharashtra from India, and Mongolia. The final session will be for deliberation on consolidated learning and planning for the way forward. • A total of ten presentations will be made from four countries, and one presentation will be made on consolidated learning in this convention. • In addition to the above mentioned four countries (i.e., Bangladesh, India, Iran, and Mongolia), there will be participation from West Bengal and Kerala states from India; Nepal, Pakistan, Sri Lanka, Indonesia, and other countries, who will also share their present status on HLP and plans for future. In the convention, three things will be addressed. These are: • Best practices on local governance. • The process of application of the HLP Principle i.e., the CAAR (Connection, Appreciation, Adaptation, and Replication) principle in a diversified context. • Elaboration of Tri-Sutras (Three Strategies) of HLP in a wider context of Adult Learning, viz., ■ Tradition of out-of-the-box thinking. ■ Establishing a bottom-up narrative ■ Program to policy journey Session one read more
