Welcome Address Mr. M. Shafiqul Islam Honorary President HLP Foundation. Honorable Ms. Aroma Dutta, Member of Parliament, Government of Bangladesh – Guest of Honor; Honorable Dr. Sarwar Bari, Director General (Additional Secretary), LGD – Chairperson of this session; Honorable Mr. J. S. Saharia, IAS (Retd.), Former Election Commissioner and Chief Secretary, Government of Maharashtra, India, the Chief Guest; On behalf of the HLP Convention organizing committee, I would like to convey my heartiest welcome to both of you. Also, I would like to welcome all the delegates, presenters, moderators, rapporteurs and participants in this event.
HLP was initiated in 2007 as a pilot in 4 sub-districts in Bangladesh. Eventually, it was expanded nationwide, and across boundaries with the help of LOGIN-Asia, CIRDAP, and APO. HLP practitioners and colleagues interested in HLP kept demanding a learning event to learn from each other be organized. The HLP Foundation with The Asia Foundation, RSCD, and SFIDA has organized this 3-day virtual event with support from seven partners to fulfill the demand of sector partners across boundaries. # Why are we here? Here, we have representatives from Bangladesh; Maharashtra, and West Bengal from India; Indonesia; Iran; Mongolia; Nepal; and Pakistan – more than 20 organizations represent these seven countries. In this virtual event, we have a mixed audience, namely, Member of Parliament Senior Bureaucrats Government officials Local government representatives Academicians Bilateral organizations, INGO, NGO, Private Sector and media representatives.
